Waterville, Winslow and Fairfield each have a building material supply store, but the building materials for the new Waterville police station are coming from an out-of-area building supply company. A very visible sign at the location of construction makes that clear.

This means that well over a million dollars for materials will be going to an out-of-area company. Who or what group authorized this?
