PORTLAND — Federal prosecutors say the owner of three women’s health clinics in the Bangor area has agreed to pay nearly $300,000 to settle claims that he improperly billed Medicare and Medicaid.

Authorities say in 2009, Dr. Robert Grover and the clinics informed the U.S. Department of Health and Human Services there were problems in their billings, including overbilling in excess of allowable amounts for gynecological services and billing for services never performed.

After an investigation in which Grover and the clinics cooperated, the U.S. and the state filed a civil complaint alleging violation of the federal False Claims Act from January 2008 through January 2009 for improper billing.

Prosecutors say a woman who worked at the clinics and who pleaded guilty to fraud charges was solely responsible for the billings.
