IN WATERVILLE, Friday at 7:24 p.m., Seth Gary Joseph, 34, of Waterville, was arrested on a charge of theft by unauthorized taking or transfer.

7:59 p.m., Edward L. Jacobson, 30, of Windsor, was arrested on charges of theft by unauthorized taking or transfer, sale and use of drug paraphernalia and possession of marijuana.
