SKOWHEGAN — Navy Reserve Cmdr. James H. Black recently graduated from the U.S. Army War College at Carlisle Barracks, Carlisle, Pa., and earned a master’s degree in strategic studies.
Black is an operations officer assigned to the Strike Force Training Group Atlantic at Norfolk, Va. The commander has served in the military for 22 years. He is a resident of Leonardtown, Md.
When not on active duty, Black is a project manager for Ausley Associates Inc. Black received a bachelor of arts degree in 1989 from Virginia Military Institute, Lexington, Va.
He is the son of Ralph and Marge Black of East Ridge Road, of Skowhegan.
