WATERVILLE — Waterville Mayor Karen Heck, right, recently congratulated Earl, left, and Annette Rancourt, center, of Waterville, at a City Council meeting after they were named 2014 Spirit of America Volunteers of the Year. Heck read a proclamation saying the Rancourts have been tireless volunteers for the city as warden and ward clerk, respectively, for the last 15 years and have been responsible for managing many aspects of the voting process, including greeting and helping voters, administering election law, trouble-shooting, testing voting equipment and processing absentee ballots. The Rancourts, Heck said, have been outstanding members of the community and are active members of the business and church communities. “The couple was part of a group of parishioners that started Notre Dame Credit Union on Aug. 27, 1956, and helped the credit union grow over many years,” Heck said.
