GARDINER — If the Gardiner City Council agrees, two more lots in the Libby Hill Business Park are expected to change hands.

When the elected officials meet Wednesday, they will consider authorizing City Manager Scott Morelli to sign a purchase and sale agreement with Gardiner Transfer Co. for two lots totaling 10.3 acres at the south end of the business park, and eventually to close the sale.

The same two lots had been eyed by Riverside Disposal in mid-2014, but the sale was never completed.

City officials have been negotiating the sale to Gardiner Transfer Co. for $208,000. The company is proposing to build a maintenance facility worth at least $200,000. The agreement would require Gardiner Transfer to complete construction of the maintenance shed within two years. If the company opts for further development on the site, under the terms of the agreement, the city would offer a credit enhancement.

Officials from Gardiner Transfer did not return calls Tuesday seeking comment.

The business park, located just off Interstate 295 and near Interstate 95, is also home to Pine State Trading and the Oak Grove Cemetery Association’s crematory as well as the slaughterhouse of Central Maine Meats and Common Wealth Poultry Co.

Libby Hill Business Park is part of Gardiner’s strategy to expand its tax base. A bond issue in 1999 and federal economic development funds paid for clearing 140 acres and some infrastructure costs.

In 2006, the city added 120 acres to the park, thanks to federal and state grants and local borrowing.

“Any time you get growth, it’s something that helps,” Morelli said.

Gardiner officials have been working on other projects to draw business to the city, including redeveloping the T.W. Dick site on Summer Street, and returning the property to the property tax rolls.
