A man involved in two shootings in Portland’s Old Port was sentenced to 10 years in federal prison Wednesday on a charge of being a felon in possession of a firearm, a gun that he used in the shootings in 2015.

Moses Okot had pleaded guilty to the federal charge in March and agreed to the sentence, the maximum allowed. He will serve the federal sentence after he completes a 5½-year state sentence for violating his probation on a felony murder charge for his role in a 2011 killing. His lawyer, Daphne Donahue, said she believes he has served about two years of that sentence.

Okot also has pleaded guilty to state criminal charges in the Old Port shooting, but has not been sentenced.

Okot, 29, declined an opportunity to speak before his sentence was handed down by U.S. District Court Judge Jon Levy in Portland.

“You have a history of anti-social behavior,” Levy said, citing the shooting as an example of Okot’s “outrageous behavior.”

Okot shot one man and stabbed and shot another near the intersection of Pearl and Milk Streets in the Old Port in November 2015. He fled the scene, but the shots were overheard by a Portland police officer who was patrolling nearby and gave chase as Okot drove away. Okot ran from his car near Oxford Street, but was arrested after a brief search by police.

He has entered a guilty plea to state charges in the shooting, but a sentencing date hasn’t yet been set.

The probation violation stems from a guilty plea in 2011 on a charge of felony murder in the death of Serge Mulongo in the Parkside neighborhood the year before. Okot was accused of driving the getaway car and providing latex gloves to the gunman, 25-year-old Daudoit Butsitsi.

Okot’s federal sentence will then run concurrently with whatever sentence he receives on the state charges.
