IN AUGUSTA, Tuesday at 7:54 p.m., Patrick J. Burns, 56, of Windsor, was arrested on charges of operating after habitual offender revocation, theft by unauthorized use of property and leaving the scene of a property damage accident after a traffic accident on Bond Street.
