JAY — The Select Board voted 4-1 Monday to hold a special town meeting next month to request taking $63,000 from the undesignated fund for Police Department wage adjustments.

The meeting is set for 6 p.m. Sept. 23 at the Town Office.

Former Chief Richard Caton IV of Wilton resigned to take a higher paying chief position in Rangeley, starting Aug. 5.

On Wednesday, Sgt. Russell Adams of Canton is taking a sergeant position in Rangeley starting Sept. 6. He has served the town 25 of his 30 years in law enforcement.

Selectperson Tom Goding opposed the motion to transfer the money, according to Town Manager Shiloh LaFreniere’s minutes of the executive session. Voting in favor were Chairman Terry Bergeron, Vice Chairman Tim DeMillo, Lee Ann Dalessandro and Gary McGrane.

They board voted unanimously to approve an employment agreement with reserve officer Brandon Kelly, who is expected to be named sergeant when Adams leaves.

Also on Sept. 23, a public hearing will be held on a Nov. 5 special town meeting. Voters will be asked to amend the Ordinance to Allow and Regulate Adult Use Marijuana Cultivation Facilities and Adult Use Marijuana Products Cultivation Facilities and Adult Use Marijuana Products Manufacturing Facilities. The amendment, if approved, reduces the 200-foot setback requirement from the property line to 150 feet and will impose a required minimum lot size of 5 acres.

Jay residents voted 805-608 in November 2021 to allow and regulate adult use marijuana cultivation facilities and marijuana products manufacturing facilities. The ordinance has 200-foot setback from property lines but does not have a minimum size lot requirement.

The town’s marijuana committee reviewed the ordinance last spring and recommended a 50-foot setback from property lines and a minimum 5-acre parcel to grow marijuana inside or outdoors and manufacture it. The Select Board voted to change the setback requirement to 150 feet.

In other business Monday night, LaFreniere gave selectpersons an update on roads heavily damaged by rain and flash flooding June 29, 2023.

Reconstruction of a stream crossing on Begin Road is expected to begin Tuesday. The board voted in June to award the contract to J Pratt Construction of Minot for $365,763. The company is hoping to have the project done in two weeks.

Rebuilding a section of Macomber Hill Road is expected to start the second week of September. The board awarded the $812,000 contract in late May to Bedard Excavation of South Paris.

There was no update on reconstruction of Hutchinson Road, as of Monday. Selectpersons voted to award the contract in June to Starrett Snow & Landscape Services of Raymond for $310,000. The company installed a temporary bridge last year.

LaFreniere also announced Monday that the town has received $755,859.94 from Federal Emergency Management Agency for road damage due to flash floods.
