Charges have been dropped against Scott Palmer, 51, who was accused of kidnapping, assault and criminal restraint after an incident in Hallowell in June.

Palmer, who lives in Augusta, was arrested June 19 after a Hallowell police officer approached his vehicle parked in the Vaughn Woods parking lot on Litchfield Road and saw a female passenger mouth for help while the officer questioned Palmer and the passenger.

Palmer was on probation following a gross sexual assault conviction at the time.
