    The town’s 2015 Leap Year Parade in celebration of Smithfield’s 175th anniversary last year makes it way through the village in August. The town says it’s the only one incorporated on Feb. 29, and officials hope residents will approve $500 a year to put in an annual leap year celebration fund.
