Sunday at 1:07 a.m., April D. Meserve, 28, of 47 Sawtelle Road, Oakland, was arrested on a charge of violating a protective order, and Kirk Mullen, 32, of 78 Sawtelle Road, Oakland, was arrested on charges of violating a protective order and refusing to submit to arrest or detention.
