WATERVILLE — City councilors will meet at 3 p.m. Friday in the council chambers to review specifics of a proposed tax increment financing district and related development program for a natural gas pipeline proposed by Kennebec Valley Gas Co.
 City Manager Michael Roy said the meeting is in preparation for a City Council meeting Tuesday, at which councilors are expected to take a final vote on the TIF and development program.
