OAKLAND — A petition calling for a freeze on town property taxes may lead to an amendment to the town’s charter, Town Manager Peter Nielsen said Thursday.

The petition, signed by more than 300 voters, asks that any tax increases except those for disasters and emergencies come before voters during the November elections.

The way the town charter is written, budget items in excess of $1 million come before voters in a referendum, though not necessarily November, Nielsen said.

The newly drafted amendment would specify that the large budget items would have to be presented to voters during the November elections, which could increase voter participation.

“I’m in the hopes that we can agree that this would be a positive change to the charter,” Nielsen said.

Resident Anne Hammond, who circulated the petition, has advocated for the change, which she said gets more people involved in the process.

“More people come out in November than at any other time,” Hammond said. “We need to get the vote out somehow.”

Hammond said that the charter amendment does address the issue, even if it doesn’t close the door on tax increases in the future.

“I’m pleased with it,” Hammond said. “I’ve talked to some of the folks who helped me with the petition process, and they’re happy with it.”

Nielsen, who was directed by the town council on Aug. 15 to present an analysis of the issue, said that his proposed amendment would not have any associated costs, and could save money, depending on the circumstances of any given year.

The proposed amendment charter is on the council agenda for Wednesday. At that time the council could set a public hearing on the proposal. After a public hearing, the council could decide to put the amendment on the November ballot.

The tax freeze was one of two petitions circulated by Hammond and a small group of residents. The other petition, which supported the idea of recording and broadcasting public meetings, is also intended to increase voter participation, Hammond said.

Nielsen is also gathering information to present to the council on the feasibility of that idea, he said.
