Moscow residents approved a $391,021 municipal budget Monday night at Town Meeting.

The budget represents a decrease of about $14,000 from the budget approved at the 2015 town meeting. About 20 people attended the meeting at Moscow Elementary School, First Selectman Donald Beane said.

The only two items on the meeting warrant that were amended were the funds for snow plowing and sanding of roads, and the town’s share of funding for the Upper Kennebec Valley Ambulance Service.

The plowing budget was increased by $5,000 and the ambulance budget decreased by $1,761 after the people who make both those budgets asked for revisions, Beane said.

Other large-ticket items approved Monday night include $39,000 for maintenance of town roads and bridges, $45,723 for the town transfer station, $15,374 for the Bingham Fire Department, $15,000 for scholarships for Moscow students and $20,000 for the 2016 bicentennial celebration.

Beane and Sheree Brown, chairwoman of the Moscow Celebrates 2016 Bicentennial Planning Committee, also spoke to residents at the meeting about the history of the town and its upcoming bicentennial celebration.

Incorporated in January, the town will hold a 10-day celebration of its history July 15 to 24.

Beane said the meeting Monday ran smoothly, “in true Moscow fashion.”

In the election, there were no contested races. Beane was re-elected to a three-year term as first selectman, assessor and overseer of the poor. Lise Smith was elected town clerk and Forrest Rollins was elected road commissioner.

For the board of directors of School Administrative District 13, Janneke Strickland was elected to a one-year term and Pauline Lagasse to a three-year term.
