BUCKFIELD — The town is considering a new billing and restitution ordinance that would charge for Fire Department services.
Nonresidents of Buckfield would be billed, as well as all mutual aid calls.
Services that would be billed include scene and safety control at traffic accidents, disentanglement and extrication operations from vehicles, fluid and hazardous substance mitigation at traffic accidents, vehicle fires and hazard mitigation operations.
The Select Board will determine the appropriate fees for service. Money will be collected from insurance companies and will likely get billed by a third-party organization.
Buckfield taxpayers would not be charged under the proposed ordinance.
The board will seek feedback from residents and hold a public discussion at its meeting March 18. The ordinance will then be finalized and will be presented to voters at the annual town meeting June 10.
In other business, the board is considering implementing a property maintenance and an unnecessary noise ordinance. Town officials have heard complaints about the condition of certain properties are affecting the property values of some residences.
The town attempted to issue a junkyard ordinance 15 years ago, but voters defeated the proposal, Town Manager Cameron Hinkley said.
Noise, including barking dogs, has also been an issue.
“Do what you want on your property, but in the middle of the night, respect your neighbor,” Hinkley said.
The board will take its time to develop a policy with feedback from residents.
Ambulance fees charged by the Rescue Department will increase by about 5%. Fees have not increased since 2014.
The board also adopted the state guidelines for the placement of mailboxes. Some mailboxes placed in the right of way have been knocked down or damaged by snowplows. The boxes are placed at the owner’s risk.
