Eight score and two years ago, Abraham Lincoln delivered, at the dedication of a cemetery for those who died at the Battle of Gettysburg, what has been described as the Second Declaration of Independence. Lincoln made reference to that original founding document that created a new nation conceived in liberty and dedicated to the proposition that all men are created equal.
Once again, we are testing ourselves as to whether such a nation, so conceived and so dedicated, can long endure. 

As we near the 250th anniversary of the birth of our country, marked by the issuance of the Declaration of Independence, we must reexamine the principles that we share as Americans. In doing so, we should find inspiration so as to dedicate ourselves to contributing to a new birth of freedom. 

It is altogether fitting and proper that we do this.
