The possibility of Penobscot County’s HIV outbreak spreading throughout Maine is a real concern on many levels. In 2019, safe injection sites (overdose prevention centers) were proposed by Brent Hawkes but were voted against by Sen. Joe Baldacci, who stated that there should be consequences for people with drug addiction, rather than offering help to those who need it.
So, yes, the ripple effect of that vote is a real thing.
