The United States Coast Guard cutter shackle breaks ice Monday in the Kennebec River between Richmond and Dresden just south of the Kennebec River Bridge. The vessel then turned back and headed south. The 65-foot small harbor tugs’ primary missions are domestic ice breaking, port security, search and rescue, and law enforcement operations on rivers and inland areas, according to Coast Guard website.
