Peter R. Stebbins, 28, was charged with assaulting an officer and refusing to submit to arrest after a Wednesday confrontation with police.

Shane M. Picard, 18, was charged with burglary and theft and made an initial appearance on the charges Friday via video link between the jail and the Capital Judicial Center.
