WATERVILLE — The Planning Board Monday night approved revisions to a previously approved plan for a Tractor Supply Co. store at JFK Plaza off Kennedy Memorial Drive.

The board’s 7-0 vote included a condition that no outdoor loud speakers be used at the site, according to City Planner Ann Beverage.

Beverage said Tuesday that the business will be in the part of the mall that formerly housed the L.L. Bean call center. Part of the building will be torn down to allow Tractor Supply to display equipment outdoors, she said.

In other matters, the board voted 6-0, with one abstention, to approve an extension requested by Kevin Violette for a 24-unit cluster development off Upper Main Street, near the Kingdom Hall of the Jehovah’s Witnesses.

Violette’s original plans were approved about 11 years ago, according to Beverage. He plans to build homes on the site and sell them. An owners’ organization will maintain the development, she said.

Planning Board member Robert Garbacik abstained from voting on the item because he was the surveyor for the project, Beverage said.

She said Violette plans to return to the Aug. 1 meeting to request approval for changes to the project.

The board on Monday also approved a plan by McDonald’s restaurant to add another drive-through at the Kennedy Memorial Drive eatery. The vote was unanimous.

Also, the board voted 7-0 to grant the Maine Army National Guard an extension to build a garage on its Ready Building, at 29 Armory Road.

Thomas College presented an informal application for construction of a new dormitory on West River Road; Beverage said officials plan to return Aug. 1 for final approval.

A request by Jefferson Street Realty to rezone property to decrease the building setback was withdrawn Monday, according to Beverage.
