WATERVILLE — City councilors on Tuesday are expected to take a final vote on whether to grant a tax break to Kennebec Valley Gas. Co. for a proposed natural gas pipeline and adopt a related development program.

The meeting will be at 7 p.m. in the council chambers at The Center and will be preceded by a public hearing on the pipeline proposal at 6:45 p.m.

The council Feb. 7 postponed a final vote on the tax break for Kennebec Valley to allow more time to consider changes to the plan.

The company wants to build an $86 million pipeline from Richmond to Madison and it would go through the city.

In other matters Tuesday, the council will consider:

* The city’s audit report from Macdonald Page & Co., LLC.* Authorizing City Manager Michael Roy to execute an agreement between the city and state Department of Transportation to allow trees to be removed within the Interstate 95 corridor, as part of an airport runway project.

* Awarding an $81,355 contract amendment to Pike Industries, Inc., of Fairfield, to install a curbed sidewalk on the north side of Grove Street.

* Allowing the city to provide up to $100,000 to Friends of Quarry Road to purchase snow-making equipment in advance of Harold Alfond Grant funds to be received in September. The city would be reimbursed in full as part of the agreement.

*Transferring up to $139,000 from the Downtown TIF (tax increment financing) Reserve Account for road improvement work on Temple Street.

* Rezoning four parcels owned by Thomas College off West River Road to allow for the campus to expand over the coming years.

* Urging the state Legislature and U.S. Congress to amend the U.S. Constitution to say corporations are not human beings and do not have the same rights as citizens. The amendment is intended, in part, to require corporate contributors to political campaigns, events and advertisements to disclose the amount of money they give to those causes.
