VIENNA — The $497,517 municipal budget proposal voters will tackle at the annual Town Meeting Saturday is up $16,000 from last year to fund more road work.

Selectman Dodi Thompson said selectmen raised the summer road maintenance accounts.

“It’s a pretty cut-and-dry budget this year,” Thompson said Thursday. “We try to keep it down the best we can, but we did add to road maintenance. You know country roads — everything needs to be done. Part of our roads are dirt and part are paved.”

Residents on Saturday also will be asked — like other communities’ town meetings in Maine — to support an amendment to the U.S. Constitution that would prevent corporations from having the same rights as people.

Thompson said the resolution was submitted by resident Robert Weingarten.

The statement is against corporate funding of campaigns, which has been allowed since the 5-4 Supreme Court decision in 2010 of Citizens United vs. the Federal Election Commission. The decision has enabled unlimited campaign spending by so-called super PACs.

Vienna’s resolution would direct selectmen to forward a copy of the declaration to President Barack Obama, Republican U.S. Sens. Olympia Snowe and Susan Collins, U.S. Rep. Michaud, D-2nd District, and all members of the Maine House and Senate.

The resolution says: “Corporations are not and have never been human beings, and therefore are rightfully subservient to human beings and governments as our legal creations.”

The town calls for an amendment to the Constitution that abolishes “corporate personhood” in order to “return our democracy, our elections, and our communities back to America’s human person and to thus reclaim our sovereign right to self-governance.”

The Portland City Council voted last month in support of the non-binding resolution calling on Maine’s congressional delegation to support such an amendment.
