I applaud Jennifer Marshall for her respectful tone of voice in her Aug. 30 commentary, “Welfare reform raised human dignity, and we just tossed best of it aside.”

Essential points, however, are missing.

As of July, under the new policy of welfare reform, work requirements are now for states to change and do with as they see best. (Anyone for states’ rights?)

Also new, states can seek a federal waiver from the work-participation rules that require people getting welfare to do one of 12 specific work activities, one of which is job training.

In exchange for such a waiver each state must develop its plan to provide more effective ways to get their people off welfare and into jobs.

States can now play their own game, although the Feds will ensure fair play.
