WATERVILLE — The American Legion High School Oratorical Scholarship Program seeks participants for an oratorical contest set for Feb. 16 in the Thomas College Auditorium, 180 West River Road. The first place winner will receive a $1,000 scholarship; $500, second place; and $300, third.

Applicants must be younger than 20 and must be enrolled in high school.

Speeches must be three-five minutes in length and involve some aspect of the Constitution of the United States with emphasis on the duties and obligations of a citizen to their government.

Snow date is Feb. 23. The state winner will go on to compete in the national finals contest.
