FARMINGTON — Franklin Community Health Network has laid off 10 employees and eliminated 13 open positions as of Thursday as part of a restructuring plan announced last month.

A handful of physicians also are being moved and offices will be closed soon as part of restructuring efforts to make the network, which operates Franklin Memorial Hospital, more efficient and reduce operating costs, community relations manager Jill Gray said Thursday.

President and CEO Rebecca Ryder said in February that the hospital was deciding whether any of 11 positions open at the time could be eliminated and that the 35 to 40 positions overall would be cut.

The cuts are part of plan to reduce the organization’s expenses by $6 million by June because of mounting losses. The losses are compounded by the $15.4 million it is owed from the state in payments for MaineCare, Maine’s Medicaid program.

The closing date for Wilton Family Practice, which was announced previously, is after May 1, Gray said. The providers there are being moved in the coming months to other practices within the network, including Livermore Falls Family Practice, Farmington Family Practice and Franklin Community Health Network Women’s Care Practice.

Franklin Ear, Nose and Throat and its lead physician, Michael Joseph, are being moved from Farmington to the Androscoggin Valley Medical Arts Center in Livermore Falls. The last day of the Farmington operation is March 28, and it will reopen April 1 with a four-days-a-week schedule, according to a news release from the health network.

Ryder had announced previously that the organization also would re-evaluate how the network provides health care, including deciding whether the network has any unnecessary expenses or service contracts.

The health network’s revenue so far this fiscal year is down 13.3 percent. Its revenue last fiscal year was $90.7 million.
