At 7:22 p.m., Arthur James Hall, 43, of Waterbury, Conn., was arrested and charged with three counts of unlawful possession of scheduled drugs, two counts of unlawful trafficking in scheduled drugs, and possession of marijuana, by police responding to a report of disorderly conduct on Water Street.

10:33 p.m., Ronald E. Chapman, 49, of Richmond, was arrested and charged with domestic-violence assault by police responding to a report of a domestic disturbance on Outlet Road.
