Would someone please explain the rationale of parking a train loaded with 72 tankers of inflammable oil anywhere near a hill leading into a populated town?

Everyone associated with this disaster, from the executives to the brakeman, should be tarred and feathered, or better yet boiled in the oil that was spilled.
