A lot of concern has been expressed lately about roadside dumping. The answer is simple: Stiff penalties — $1,000 fine, a couple of days in jail, loss of driver’s license for a year. And a bit more aggressive enforcement would be helpful.

I expect these actions would reduce the problem 90 percent.
