AUGUSTA — Republican Gov. Paul LePage is preparing to deliver his State of the State address focused on his $6.3 billion budget proposal.

LePage officials say the majority of the governor’s speech before lawmakers on Tuesday will be dedicated to his plan to lower the income tax and eliminate the estate tax.

LePage’s speech will begin at 7 p.m. before a joint legislative session.

Negotiations over the governor’s proposed budget will dominate this year’s legislative session.

LePage’s tax plan would be partially paid for by raising the sales tax and expanding it to cover things like movies and garbage removal.

Democrats and city officials have expressed concerns about the governor’s desire to eliminate revenue sharing. The governor’s proposal to allow towns to tax nonprofits is designed to alleviate that.
