A man considered armed and dangerous who is wanted in Kansas City for a parole violation after a rape conviction was arrested by Oakland police early Monday morning.

Lugmon Abram, 27, was taken to the Kennebec County jail in Augusta and will face proceedings to return him to Missouri in connection with the charges, Oakland police Captain Rick Stubbert said.

Stubbert said Monday that police were called to an apartment building on Church Street shortly after midnight for a report of an unwanted person on the property. When Officer Michael Sayers responded, a man later identified as Abram opened a window and jumped out into a snowbank and fled, wearing only a sweatshirt and sweatpants, Stubbert said.

Sayers called Sgt. David Savage for backup, and they found Abram about 20 minutes later, walking in the middle of Center Street, Stubbert said. Temperatures at the time were close to zero.

Abram appeared intoxicated and was initially uncooperative, but gave up resisting because he was cold, Stubbert said. Police called Delta Ambulance, which took him to Inland Hospital in Waterville, where he was also uncooperative, Stubbert said.

Abram gave police several false names, they said, before officers figured out who he was and learned that he was wanted as a fugitive from Kansas City.

Abram is wanted in Kansas City on charges of rape, sexual assault, criminal possession of a firearm and obstruction.

According to the Missouri State Highway Patrol sex offender registry, Abram was convicted of second degree statutory rape in 2011 in a case that involved a 15-year-old female victim. He was released from prison in May and was on parole until May 22, 2017, the offender registry said.

He was flagged by federal officials as being armed and dangerous. Federal authorities advised anyone coming in contact with him to use caution, according to Stubbert. Police said he has used different names and different spellings of the names he has used.

He was arrested Monday on a charge of being a fugitive from justice.

After being medically cleared at Inland, Abram was taken to the Kennebec County jail. Stubbert said he is scheduled to appear in Waterville District Court on March 3.

A police sergeant in Kansas City said by phone Monday that she could not comment on Abram, citing an ongoing investigation. He still must be taken back to Kansas City and placed on a 24-hour investigative hold, after which a detective will present the case to prosecutors, she said.

She referred questions to the Kansas City prosecutor’s office. A message left at that office was not immediately returned Monday morning.
