WATERVILLE — The Planning Board on Monday voted 7-0 to approve a request by the Kennebec Water District to install pads for a backup generator and transformer off South Street and Western Avenue.

The board reviewed the plan, presented by the district’s engineer, Jefferson Longfellow, under the city’s shoreland zoning ordinance.

City Planner Ann Beverage said Tuesday that both the generator and transformer will be installed near the water district’s operation building and pumping station and Messalonskee Stream. The board determined there would be no environmental impact from the plans and imposed no conditions on the project.

In other matters, the board considered an informal pre-application from David M. Palmer Jr. for a three-lot subdivision at 15 Washington St., as well as a revision to a previously approved site plan at 13 Washington St. The board reviewed the project under the city’s subdivision and site plan review ordinance.

Boyd Snowden, an engineer, presented the plans for the project, which required no vote Monday. Beverage said Palmer developed a building at 13 Washington St. that houses an AAA office, as well as Maine Specialty Pharmacy, and there is another space in the basement of the building.

Palmer needs more parking for the building, so he bought an adjacent property and plans to add part of it to his existing lot and turn it into parking, according to Beverage. He plans to turn the remainder of the vacant property into a three-lot subdivision and hopes to sell the lots, she said.

“He doesn’t have any developers lined up at this point, or potential purchasers,” Beverage said.

Palmer will come back to the board for further review of his plans, but no date has been set, she said.
