WINSLOW — Construction of a new Dunkin’ Donuts on Bay Street has come to a standstill, long delaying the original September completion date.

The new store is being built at 50 Bay St., about a third of a mile away from the current Dunkin’ Donuts at 9 Bay St. The new building is expected to hold both a Dunkin’ Donuts with a drive-thru and another retail store.

Cafua Management Co., which owns the franchise that is building the new store, released a statement about the delay from its marketing firm, GarrandPartners.

“The project at 50 Bay Street is currently under construction, but has experienced delays,” Tracy Treadwell, chief operating officer of Cafua, said in an email released by Caroline McAleese Riley, marketing director of GarrandPartners. “These delays are due to several factors, including issues caused by weather and construction material availability. We anticipate completion of the new Dunkin’ Donuts location at 50 Bay Street before the end of the year.”

Workers for Ranger Contracting, Inc., an Oakland-based construction contractor, started work on the new restaurant in May. It has now been six weeks since the company has worked at the site.

President Bill Sanborn said he would agree with Cafua’s statement explaining the delay, and he added that they are negotiating other details unrelated to the lack of work happening at the site. He said workers haven’t been at the site because of scheduling issues, among other things.

“A lot of times these things get delayed,” he said.

Cafua Management owns more than 300 Dunkin’ Donuts in seven states and is the largest privately owned Dunkin’ Donuts’ franchisee in the United States, according to its website.

The lot at 50 Bay St. was formerly the site of Winslow Car Wash and the Red Barn Drive-Thru restaurant and is just south of a small mall where Jim’s Gun Shop, Bay Street Bakery and Raider Redemption are located.

Cafua Management previously has said the new Dunkin’ Donuts location will allow the business more room to operate and serve its patrons,

There are four Dunkin’ Donuts in Waterville: one each on College Avenue, Kennedy Memorial Drive and Main Street; and one in the Wal-Mart off Waterville Commons Drive. In Oakland, another Dunkin’ Donuts is planned on Kennedy Memorial Drive, making it the only such franchise in that town.
