Why is that every election there is a bond measure for road maintenance? Shouldn’t this be a regular budget item?

For far too long legislators have used the kick-the-can-down-the-road approach, knowing that Mainers have rarely seen a bond measure that doesn’t appeal, with those magical matching federal dollars. The average voter must not realize that the pennies from heaven come from his other pocket.
