There were numerous agencies that should have been aware of the abuse Marissa Kenndy was receiving but did not step in to end it (“Girl found dead in Stockton Springs was beaten for months, police say,” Feb. 27). While not a defender of the Deapartment of Health and Human Services, they should not receive all the blame in this case for there is much to go around.
