A Waterville woman was indicted Thursday on a charge of gross sexual assault involving a 15-year-old victim.

Tia Chris-Ann Rousseau, 31, allegedly engaged in a sexual act with a 15-year-old minor on Oct. 27, 2018, in Waterville, according to an indictment handed down by a Kennebec County grand jury.

The indictment indicates the victim was a student enrolled in a private or public school, facility or institution and Rousseau “was a teacher, employee or other official having instructional, supervisory, or disciplinary authority over” the victim.

An indictment is not a determination of guilt, but it indicates that there is enough evidence to proceed with formal charges and a trial.

The indictment lists a Waterville police officer as the investigating officer. Waterville police could not be reached for comment Friday.

Maeghan Maloney, district attorney for Kennebec and Somerset counties, said she could not release any information about the charge other than what was in the indictment.
