GARDINER — Administrators in the Gardiner-area school district came to Thursday’s public hearing at the Gardiner Area High School on the proposed budget prepared to share information on what’s driving the changes in the School Administrative District 11 budget for the coming budget year.

The school district’s proposed spending plan totals $25.7 million, which is 3.8% higher than the current year’s budget.

The largest portion of that, nearly 44%, pays for instruction of students. Nearly 18% pays for special education and other instructional programs. About 20% is expected to be spent on facilities maintenance and transportation. About 10% is dedicated to student and staff support. Less than 10% of the entire budget is expected to be spent on school and district administration.

The additional 3.8%, or $945,300, comes in part from health insurance increases. Superintendent Patricia Hopkins said after two years of small or no increase to health insurance spending, a 7% increase is expected in the next year; that amounts to $225,000 of the total increase. One of the other factors in the increase is negotiated pay raises.  Also on the list of expenditures is replacing the roof at the River View Community School, which still has the original roof dating back to the completing of construction in the 1990s.

Of that amount, about $14.1 million is expected to be paid through the state subsidy for education. The biggest portion of the remaining total, about $10 million, will come from property taxes from the four municipalities that make up the district. The balance comes from a range of other sources, including gate fees to athletic events.

District officials have calculated the estimated tax impact of the budget on taxpayers, per $100,000 valuation:

The presentation that Hopkins gave mirrored one she gave earlier this month to elected officials from the district’s four municipalities.

But the dozens of cars in the parking lot of the Gardiner Area High School belonged to either students practicing in the athletic fields or families and friends attending a student play in the high school’s theater.

SAD 11 Board Chairwoman Becky Fles said one parent attended the meeting.

The presentation, as well as the budget documents, are all available on the district’s website, www.msad11.org, and a video of the presentation will also be posted there.

The district-wide budget meeting, when the vote on the budget will take place, is scheduled for 6 p.m., on June 4 in the Gardiner Area High School gym.

The referendum vote on the budget will take place at local polling places throughout the district on June 11.
