PALMYRA — A Clinton man was arrested Sunday after driving his car into another man who had reported his erratic driving and then fleeing the scene, according to police.
Paul Dunphy, 70, was charged with aggravated assault, reckless conduct, operating under the influence and leaving the scene of a personal injury accident, Chief Deputy Mike Mitchell of the Somerset County Sheriff’s Office said.
A judge lowered Dunphy’s bail to $200 cash at an initial court appearance Monday in Skowhegan, Mitchell said. Dunphy was being held at the Somerset County Jail in Madison as of Tuesday morning, online booking records show. He is due back in court April 23, records show.
Shortly after 4 p.m. Sunday, the Sheriff’s Office received a call reporting a car driving erratically on U.S. Route 2 in Palmyra, Mitchell said.
A second call then came in reporting that the car, a 1986 Monte Carlo, was backed into a snowbank in the parking lot of Dollar Tree at 7 Fletcher Drive in Palmyra.
“The caller was on a cell phone, standing in front of the car, as they were talking to dispatch,” Mitchell said via telephone. “And he (Dunphy) was able to get the car out of the snowbank where it was backed into the snow and tried going forward. And he ran into the person that was on the phone calling dispatch.”

Dunphy drove away and was eventually stopped by a Pittsfield police officer on Madawaska Road, Mitchell said. Deputy Allen-Michael Jones of the Somerset County Sheriff’s Office, who investigated the case, later arrived to arrest Dunphy.
The man who was hit — identified as Jessie Jackson, 45, of Dexter — was transported via ambulance to Northern Light Sebasticook Valley Hospital in Pittsfield, Mitchell said.
“Basically, he’s lucky he didn’t get hurt severely,” he said.
Mitchell said the incident was caught on video footage, which has been circulating on social media.
The area of Sunday’s incident has been the site of several recent serious crashes.
In March, the Sheriff’s Office said a woman was struck and killed while crossing U.S. Route 2 near the dollar store, which is directly across from the Walmart Supercenter in Palmyra and near the Newport line.
In nearly the same spot, in September, a Skowhegan man riding a motorcycle was struck by a car and seriously injured. He later died of the injuries, according to an obituary published in the Morning Sentinel.
