WATERVILLE — Residents of Evergreen Drive say they plan to bring their concerns about a proposed condominium development off their street to the Planning Board meeting Tuesday night, where the board will consider final plan approval.

Mammie’s Dreams LLC plans to build the condominium development on a wooded hill on the west side of Evergreen Drive overlooking other single-family homes and condominiums off that street. Evergreen Drive abuts the city-owned Waterville Regional Airport to the west and Pine Ridge Recreation Area to the south. Evergreen, shaped like a bottle opener, or loop, can be accessed from Carver Street off Kennedy Memorial Drive or John Avenue, off West River Road.

The plans, which the board will consider under the city’s site plan review ordinance, call for two buildings each with six 1,676-square-foot connected condos on less than an acre that is part of a 4.79-acre lot sloping east toward Evergreen Drive. The buildings would be concrete, wood, steel and glass, according to the subdivision permit application for Mammie’s Dreams, developed by A.E. Hodsdon Engineers. The soil on the property is very fine, stony loam with an 8% to 15% slope.

Because there is less than an acre of impervious area, no permit is required from the state Department of Environmental Protection, it says. Residents would own their units, but the land would be owned in common.

While the application says wetlands have not been delineated on the property and the soil is described as nonhydric and well-drained, neighbors say the area is wet and they are concerned about water run-off, drainage, erosion and other issues.

“When it rains, water just sheets down over the hill into the ditch and road,” said resident Steve Robe.

Robe’s condo is directly across from the proposed development. He said he worries about what will happen if a hole is excavated nearly the size of a football field to bring the development site down to the level of Evergreen Drive, and he is concerned about possible blasting.

“It’s not a small thing, and it’s right in our front yard,” he said.

Robe said many Evergreen residents are older and retired and enjoy the quiet neighborhood, where the street winds through a wooded area and people walk and kids ride bicycles. They do not object to a development, but they hope it is done in a way that is appropriate to the character of the surroundings and with input from neighbors.

“None of us are against development — we live in a development,” he said.

He said the neighbors hired a professional engineer to review plans for the development and the engineer also had lots of questions.

A woman whose home faces the proposed development site said Thursday when it is very wet, water runs down the road and into Messalonskee Stream. The woman, who is retired and asked not to be identified, said she also worries that emergency vehicles will have trouble getting to the development site as Evergreen Drive is narrower than most roads. Also, people often park on the road, sometimes on either side, and if traffic increases, that would pose a problem, she said. She wondered aloud if, when the new residents have guests, there will be space available for them to park.

City Planner Ann Beverage said Thursday the board, which meets at 7 p.m. Tuesday in the City Hall Annex at 46 Front St., will consider issues around stormwater, erosion control, and minimum setbacks when reviewing the condo plan.
