Most state workers had a two-hour late start and offices had delayed openings at 11 a.m. But Kilgore said that he and rest of his crew at the Bureau of General Services, that does snow removal and grounds maintenance, had a one-and-a-half hour early start at 5 a.m. instead of the usual 6:30.
