Eimskip’s arrival in Portland in 2013 spurred the LePage administration to invest heavily in Maine’s only container terminal. Last spring, the state paid $7.2 million for 18 acres of waterfront land. It is now paying Shaw Brothers Construction of Gorham $8.6 million to expand the terminal west of the Casco Bay Bridge to connect it with a rail line.
