A group of Higgins Beach property owners are advocating for proposed ordinance changes that would eliminate parking along Bayview Avenue between 6 and 7 a.m. and make it illegal to change in areas adjacent to the beach as Orion Winkler of Portland does by putting on his wetsuit before heading out to surf.
