    Kurtis Biggs, top, and Zach Lee work on new fan blades atop a 65-foot-tall windmill tower on Friday at the Windsor Fairgrounds. The fair is scheduled to run Aug. 26 through Sept. 3. The tower that was installed there last year once was used to pump water for the Weeks Mills village water district. The two volunteers were working on a new 10-foot-diameter fan that includes a vane that had been installed by a crane earlier in the morning.
