SKOWHEGAN — A Palmyra man has been indicted by a Somerset County grand jury on two felony counts of possession of child pornography.

Issac D. Bissell, 25, faces two counts of possession of sexually explicit material, both Class C felonies punishable by up to five years in prison and a $5,000 fine on each count.

Bissell allegedly used an Internet file-sharing network to access movies and images depicting children engaging in sexual acts with adults and other children, according to an affidavit for an arrest warrant on Bissell filed in November by Detective Michael Pike, of the Somerset County District Attorney’s Office.

All of the children appeared to be 10 years old or younger, according to the court documents. Investigators allegedly found 23 allocated movies and 209 allocated images of children either engaging in sexual acts or exposing their genitalia in a lewd manner, according to the court documents. The dates of the alleged illegal actions are March 12, 2013, and April 18, 2013, in Palmyra.

An indictment is not a finding of guilt, but is an indication by the grand jury that enough evidence is present to proceed with a trial. Others indicted last week include the following people:

• Tanya J. Boudreau, 35, of Fairfield, charged with operating after license revocation. Over the past 10 years Boudreau has three or more convictions for operating after habitual offender revocation and three or more convictions for operating under the influence, according to the indictment.

• James Defazio, 52, of Skowhegan, charged with domestic violence assault and with violating conditions of release. The crimes are alleged to have happened Feb. 3 in Skowhegan.

• Zachary J. Erkson, 26, of North Anson, charged with five counts of burglary, two counts of theft and two counts of criminal mischief Nov. 28, 2016, in Anson.

• Benjamin A. Grignon, 36, of St. Albans, charged with unlawful possession of drugs, disorderly conduct and violating conditions of release May 9, 2016, in Hartland.

• Benjamin A. Grignon, 36, of St. Albans, charged in a separate indictment with three counts of unlawful possession of drugs, violating conditions of release and refusing to submit to arrest, July 19,2016, in Hartland.

• Nixon A. Louis, 46, of South Windsor, Connecticut, charged with two counts of tampering with a witness or informant Sept. 29, 2016, in Madison.

• Peter F. McAnistan, 38, of Anson, charged with burglary, theft, criminal mischief and possession of drugs Dec. 19, 2016, at the Anson Town Office.

• Todd L. Stevens, 42, of New Portland, charged with two counts of aggravated assault, two counts of domestic violence assault, and one count each of obstructing the report of a crime or injury and criminal mischief, all Dec. 3, 2016, in New Portland.

• Todd L. Stevens, 42, of New Portland, charged in a separate indictment with two counts of violating conditions of release Jan. 20 in Embden.

• Christopher Allen Tibbetts, 24, of North Anson, charged with five counts of burglary, two counts of theft and two counts of criminal mischief Nov. 28, 2016, in Anson.

• Matthew R. Vigue, 27, of Athens, domestic violence assault on a child less than 6 years old Dec. 22, 2016, in Skowhegan.

• Anthony J. Williford, 26, of Starks, charged with theft by deception, forgery and theft between Sept. 11 and Dec. 31, 2016, in Skowhegan.
