The upcoming reconstruction of Water Street through downtown Hallowell is expected to cause a temporary reduction in on-street parking, starting Monday and running through this year’s construction season.

Arrangements have been made to provide alternate places for people to park in and near downtown Hallowell, according to a news release from City Manager Nate Rudy. They include 78 spaces for the general public and 49 spaces for registered downtown employees and residents.

Sargent Corp., the contractor on the project, has covered railroad tracks between Central and Winthrop streets to create 23 public parking spaces, accessible via a one-way lane with an entrance from the Winthrop Street side.

The city also has made arrangements for 25 public parking spaces in the upper state Public Utilities Commission parking lot, accessible from Central and Winthrop streets.

There will be an additional 30 public parking spaces at Stevens Commons, off Winthrop Street.

The city and people Rudy described as several generous private property owners also have partnered to offer 49 alternate parking spots to motorists registered, with the city, as downtown employees or residents. Interested downtown employees and residents can sign up and view terms of the agreement at Hallowell City Hall or Hubbard Free Library.

Rudy encouraged them to park off-site, out of downtown, to provide more parking for visitors in the city’s off-street lots at Perley’s Lane, Central Street, the bulkhead and adjacent to city hall on Water Street.

Lots available to registered parkers include: Cox Memorial Church, 11 spots at 29 Middle St.; Old South Congregational Church Parish House, 10 spots at 2 Chestnut St.; Hallowell Antique Mall, eight spots at 191 Water St; and Sacred Heart Church Hall, 20 spots at 12 Summer St.
